A training organized in the context of the EU’s Youth in Action Programme
Date: 9th to 16th of April , 2012
Activating the Inactive young Volunteer will be a 6 day training course for youth workers which supports them in developing the skills to recruit, train and manage young people as volunteers within their own organisations.The training will focus on volunteers from all backgrounds within the participants own target groups, including those with fewer opportunities; and on using the European Voluntary Service (EVS) as a mechanism for hosting volunteers within their own organisations as well as a way of sending young people to work in organisations in other parts of Europe.
Lead Organisation: “Volunteers Centre Skopje (VCS)
“Volunteers Centre Skopje” is a non-governmental youth organization created in 2005 by former EVS volunteers. The main goal of the organization is to give non-formal educational possibilities to the young people, in different fields, in local and international level; to promote the idea of volunteerism and to connect young people without reference to their nationality, religion, political, economical or social status. We are putting effort to develop a multicultural civil society, to reinforce the existing democratic structure, to enhance the affirmation of young people through their individual abilities and skills, and to connect the young people with the purpose of their closer cooperation.
Training Partner: RICHTER (the Netherlands)
The Richter Foundation is a Dutch not for profit organisation based in Den Helder, which has been working in the field of international cooperation for 14 years.
Richter is run by a team of professionals in the field of arts and cultural movement and each year organizes around 15 cultural events throughout Europe. Richter has co-operated with all the EU member states and for the last five years has been active in the Caucasus region, Belarus and Russia. At the moment Richter has 25 volunteers in the Netherlands, 60 volunteers working and living in Europe, and 50 active partner organizations in Europe. Richter is also an active partner in the Youth in Action programme’s European Volunteer Service.
In organizing this training, VCS and Richter, wish to give opportunities to organizations from Europe to share their experiences and to gain knowledge and new skills in the fields of youth work, as well as establishing new contacts and developing common project ideas. This project will bring together up to 20 youth work professionals to work together to explore the theme of volunteering at a local and European level, for young people from all types of backgrounds.
Aims and objectives
The aims of the training are
• To explore the theme of volunteering, with a particular emphasis on promoting the inclusion of groups with fewer opportunities;
• to advocate for the techniques of informal learning;
• to explore the aims and objectives of the European Union’s Youth in Action Programme, with particular emphasis on the European Voluntary Service, and to place it in the context of youth work;
• to develop cooperation across Europe and enhance European networking.
The objectives of this project are for participants
• to learn about youth work practice across Europe;
• to understand the theory and practice of volunteering;
• to explore different techniques for developing volunteering amongst young people with fewer opportunities
• to share knowledge and experience of recruiting, training and managing volunteers within their own organisations;
• to be able to use techniques of informal learning with young volunteers within their own organizations;
• to have a good working knowledge of the Youth in Action Programme;
• to develop new projects together.
The training is designed as a process of informal learning and peer education using participants’ own experiences in the fields of youth work and international cooperation.
To be successful this will require participants to have an active input in sharing knowledge and experience, and to be willing to learn new skills from the trainers and from each other.
The methods employed during the training will include:
• verbal and visual presentations
• small group discussions
• plenary debates
• game playing
• drama exercises
• study visits
• cultural presentations.
To succeed in the stated aims and objectives the project needs partners who are experienced in the field of youth work and youth arts and who have a mandate to represent their own organizations. Applicants should either participate in and/or organize youth activities and must have some practical experience in cross border collaboration (exchanges, European volunteering etc).
Note that international volunteers cannot be included as participants in this training as they are already receiving funding from the Youth in Action programme and this type of double funding is not allowed under the rules of the programme. However, previous EVS volunteers or those who want to do EVS in the future will be very welcome to apply.
There will be 24 places (maximum) on the training and the applicants should fulfill the following conditions. They should have
• at least 2 years experience as an organizer in YiA projects;
• the ability to use English as the working language throughout the project;
• a willingness to fulfill an open and active role in the training;
• the availability to attend the full duration of the project;
• an opportunity to share new information, skills and contacts within their own organization;
• an ambition to set up new projects in the field of the Youth in Action programme;
• a mandate to make concrete agreements with other organizations.
The location will be Struga, Macedonia.
9th to 16th of April , 2012
Six full working days, plus two days for traveling.
Almost all expenses will be covered by the hosting organisation, with funding from the EU Youth in Action Programme. This includes food and accommodation, local transport and all training costs.
In addition 70% of travel expenses will be reimbursed, based on the most economical form of transport (APEX, student fare etc.). Please note that there may be limitations for travel reimbursements, depending on the country and the distance (further details will be sent to successful applicants.)
Application and selection of participants
Participants will be selected by project leaders on the basis of:
• the profile of participants as described above;
• the rules of the EU Youth in Action Programme;
• the experience, expectations and training needs of the applicants;
• the desire to create a balance in the range of participating organizations;
• the desire to create a balance in the range of geographical areas represented.
Successful applicants will receive confirmation of their participation, followed by more detailed information when the funding is confirmed by the EU’s Youth in Action Programme.

The European Commission, DG Education and Culture has launched the 2012 call for proposals concerning the Lifelong Learning Programme (LLP) and its specific sub-programmes.
This call for proposals is based on the decision establishing the Lifelong Learning Programme which was adopted by the European Parliament and the Council on 15 November 2006 (Decision No 1720/2006/EC) ( 1 ). The programme covers the 2007 to 2013 period. The specific objectives of the Lifelong Learning Programme are listed in Article 1.3 of the Decision.
The Lifelong Learning Programme applies to all types and levels of education and vocational education and training and it is accessible to all the entities listed in Article 4 of the Decision.
Applicants must be established in one of the following countries:
the 27 Member States of the European Union,
the EEA/EFTA countries: Iceland, Liechtenstein, Norway, Switzerland,
candidate countries: Croatia, Turkey.
In compliance with Article 14(2) of the Decision establishing the LLP, multilateral projects and networks under Comenius, Erasmus, Leonardo da Vinci, Grundtvig and the key activities of the Transversal programme are also open to partners from third countries which do not already participate in the Lifelong Learning Programme on the basis of Article 7 of the Decision.
